Background
The Newport News Green Foundation was established by resolution of the Newport News City Council in June 1998, and became a separately chartered nonprofit, charitable organization five months later. The organization of the Green Foundation was prompted by Council’s awareness that urban development had changed the appearance of the City to the extent that landscaping needed to be reintroduced along urban corridors as well as in green areas that had been established to enhance the quality of life of the citizens of the City.
The Council in early 1996 established landscaping and green area requirements as part of the City’s Site Plan Ordinance to ensure that future development would include landscaping and green area.
Council recognized that there existed in the City other parcels of land that had the potential to be conserved in perpetuity for the enhancement of the City. City Council directed the City Manager to appoint a task force to evaluate other programs that existed at that time to acquire and preserve green spaces.
The Task Force recommended that a nonprofit, tax-exempt foundation be established for this purpose. In November 1998, the Newport News Green Foundation, Inc. was separately incorporated as an independent, 501(c)(3) nonprofit, charitable organization dedicated to the preservation of green space in Newport News.
